According to the GCU Vice-Chancellor, the purpose of allocating seats for transgenders is to enable access to higher education for this backward class so that transgender people can be accepted as lawyers, doctors, engineers, bureaucrats and politicians in the society.

The GCU already had special seats for other backward classes, including students, persons with disabilities and minorities from Balochistan.

According to Professor Asghar Zaidi, this is the first time that special seats have been created for transgender people at the university.
